Homeland Security

  • Allocate homeland security funds based solely on a risk based threat assessment.
    (House Bills: H.R. 1419 & 5165; Senate Bills: S.308 & S.3566)
  • Employ a formula for Bioterrorism Hospital Preparedness funding that considers both population density and risk. (House Bill: H.R. 5468)
  • Eliminate existing requirements that federal funds cannot supplant local funds for NYC and other cities that have been spending their own money to compensate for inadequate federal funding. (House Bill: H.R. 796)
  • Allow homeland security grant funds to be used for salaries and overtime pay for law enforcement officials working on counter-terrorism activities. (House Bill: H.R. 5654)

9/11 Health Responders

  • Allocate federal funding for medical and mental health screening, and treatment grants to institutions that provide care to individuals with 9/11-related illnesses. (House Bill: H.R.1414; Senate Bill: S.201)
  • Allocate federal funds for a long-term program - including provision of Medicare benefits - to provide treatment for individuals with 9/11-related illnesses. (House Bill: H.R.1247)

TRIA

  • Support the permanent extension of the Terrorism Risk Insurance Act (TRIA), to keep terrorism risk insurance, and consequently costs of doing business in New York, affordable.

Public Health

  • Oppose the Ryan White Modernization Act of 2006, which would destabilize the HIV treatment and care infrastructure that NYC and NY state have developed together over the past two decades. (Senate Bill: S.2823)

 
Housing

  • Amend the Internal Revenue Code of 1986 to provide and incentive to preserve an incentive to preserve affordable housing in multifamily housing units that are sold or exchance. (House Bill:H.R. 1491)

Transportation

  • Revise a portion of the Liberty Zone Tax benefits so they can be used to bring the Long Island Railroad into Lower Manhattan and provide a direct ride to JFK International Airport.

Education

  • Comply with the Campaign for Fiscal Equity lawsuit’s court order and reform the school-aid formulas that funnel education dollars away from NYC.
  • Establish a needs-based formula that provides NYC with an equitable share of education dollars.

Transportation

  • Provide the MTA with sufficient funding so that it can meet its operating expenses and keep expansion projects, such as the Second Avenue Subway, on track without any further fare increases.

Housing

  • Increase investments for the development of affordable housing.
